So traffic gridlock can be solved by creating an equitable two-tiered, user-pay, pro-choice, opt-in system of charging exorbitant tolls for the exclusive use of bus lanes ("Bridge toll plan: $20 to follow the buses”, July 5). Why have we never thought of this before?
